After establishing your budget (and setting a tentative date), the next big thing you need to cross off on your to-do list is to find the perfect venue. Many popular spots book up as much as a year (or even more) in advance, so it's important to go venue scouting as early as possible.
The best piece of advice I can give you is to take a look at three completely different locations (unless you know where you're tying the knot), just to get a feel of each one. Try a banquet hall, look at an outdoor spot or try an ultra-unique location (like an art gallery or old building). Once you've narrowed down the type of space you're looking for, narrow it down further to type of venues that you're looking for and ensure that it fulfills all your required needs (i.e., is it a convenient spot for guests to get to, do you love the ambiance, can it hold all your guests, does it fit your budget, etc.).
